I am trying to start a website for friends and co-workers for friendly wagering. Can I take another sportsbooks odds, input them in my website, and have them refresh by the minute, and have users place friendly wagers using these lines? Do they need to be in a certain format?

You can... sorta. The easiest way I can think to do this is with an RSS feed.
Check to see if your odds website gives an RSS feed. If it does, then find a tutorial on how to include RSS into your website.
