Its legal. I mean, noone will arrest you are torture you for betting online. The law states that banks cant let you deposit, it doesnt have anything else that you cant bet. The law is for the banks not for you.

Yes you can, sometimes its hard to get money to them tho because of the laws. We use Sportsbook.com with no worries and they have great lines and pretty fast payouts.
